A comprehensive lecture was delivered on the Xiong'an New Area, China's flagship experiment in building a digital twin city from the ground up, combining large-scale infrastructure with cutting-edge technology. Since 2019, more than 383 projects with investments over 900 billion RMB have shaped its urban framework, including roads, ecological corridors, underground pipe networks, and thousands of buildings. Guided by the concept of constructing "three cities" simultaneously-underground, above ground, and on the cloud-Xiong'an aims to be a "City of the Future" that is intelligent, green, and innovative. Its planning integrates advanced communication networks, smart infrastructure, and data security frameworks, while a comprehensive standard system of over 200 items ensures collaborative, unified, and efficient construction.

The lecture emphasized that the digitization lies at the core of Xiong'an's development. By linking physical and virtual spaces, the city leverages CIM, IoT, AI, and an Urban Brain platform to achieve intelligent governance, seamless services, and data-driven urban operations. In practice, projects such as Rongdong's smart roads-featuring multifunctional poles, radar, cameras, and edge computing-enable full traffic perception and collaboration. The integrated data platform, with more than 20 billion records, supports AI innovation through algorithm libraries and training centers. Collectively, Xiong'an sets a model for global smart city development, demonstrating how data fusion, advanced technology, and institutional innovation can reshape urban management and daily life.

Context:A two weeks training titled "International Training Program on Policies and Applications of Government Data Governance in Belt and Road (B&D) Countries" (14-28 September, 2025) was held at XiongAn New Area, China. The training was hosted by the Department of International Cooperation of the Ministry of Science and Technology, organized by Institute of Scientific and Technical Information of China (ISTIC) and co-organized by UNESCO-IFAP China National Committee, UNESCO IFAP Information for Development Working Group (IDWG) and XiongAn Group Digital City Company.

The training included 14 participants from eight countries-China, Pakistan, Sri Lanka, Brazil, Kazakhstan, Zambia, Iran, and Indonesia-representing a wide range of expertise, including public administration, computer science, international relations, environmental science, data governance, industrial management, information science, and international communication.
